The capacity payments will be calculated based on fixed costs of 330 yuan ($45.25) per kilowatt per year for coal plants. Analysts said the move was important to ensure the financial viability of seldom-utilised, backup coal power, which is used for demand peaks or when renewable power generation is insufficient. However, observers also cautioned that the policy could risk entrenching inefficient coal power in China's energy system, despite its rapid expansion of renewable power generation capacity. "Capacity-based electricity pricing for coal power will further incentivise state-owned enterprises in China to build new coal power projects in the short term. Capacity payments should be for all power producers, not only for coal power," said Zhang Kai, deputy program director for Greenpeace East Asia in Beijing.

Local media, citing unnamed sources, said Law's relatives were taken away from their homes in Hong Kong for questioning, then released. Law is among eight overseas-based activists who were issued with arrest warrants last week by the Hong Kong police for alleged offences under a national security law that China imposed in Hong Kong in 2020. "It is sinister that the Hong Kong authorities questioned the family members of Nathan Law," said Mark Sabah, with the Committee for Freedom in Hong Kong Foundation. Demosisto was founded by Law and other activists, but disbanded after the enactment of the national security law. China leans on coal amid energy security push
  + stars: | 2023-03-05 | by ( Andrew Hayley | ) www.reuters.com   time to read: +4 min
Soaring global energy prices following Russia's invasion of Ukraine and domestic supply disruption have prompted Beijing to step up its focus on energy security in recent years. Fluctuating output from renewable plants, however, has led policymakers to lean on reliable and easily dispatchable coal power to shore up the country's baseload supply. "The energy security narrative is still going strong," said Greenpeace China policy advisor Li Shuo. Concerned about supply shortages amid high global prices, the planner pledged to "strictly control the expansion of projects to replace coal with natural gas". "(We shall) develop sound mechanisms to adjust urban end-user prices of natural gas in step with procurement costs," the report said.
